Smog Failure in CA.
I have a 96' b18c1 (completely stock) and changed the fuel injectors, alternator, starter, and distributor to obd1 in order to use my obd1 harness and ecu.
HC(PPM)@ 15 mph measures 126 the max allowed is 90
HC(PPM)@ 25 mph measures 110 the max allowed is 110
CO% @ 15 mph measures .67 the max allowed is .54
CO% @ 25 mph measures .74 the max allowed is .53
I also keep getting a code 43 (Fuel Supply System)
- New cat (Only 2 yrs. old)
- New O2 Sensor (OEM)
- New Fuel Filter
- New Fuel Pressure Regulator

Smog check procedures for OBD2 cars requires your ECU to be connected to the smog check machine. This should be an automatic failure, regardless of tailpipe test results.
Aside from that, what were your NOx readings? High HC with low CO is usually misfiring or incomplete combustion. If you have a lot of room regarding NOx, you may be able to advance the ignition timing to the limit of spec and it may drop the HC to the point of passing. Otherwise, it looks like your catalyst is not doing it's job as well as it should even though it's only 2 years old...
