I think it is a smaller Throttle cable pulley and what that are trying to say is that it will open more than the stock one does at cetain gas pedal depressions. Kinda like the Weapon-Rice one does.

 

It looks like this contraption gets you a wider open throttle for the same amount of pedal travel. I suppose one could argue it helps get on the gas quicker, but I don't see how much time you could save.

 

Awesome idea. Kind of like how Spinal Tap's amplifiers go up to 11 instead of 10. 11 is one louder than 10.

 

Porsche folks use these in NA 944s. they're supposed to increase throttle response, but who knows.
