Default Voltage Question: Would this cause a problem with my ECU??

Hey guys, I have a question regarding voltage and my ECU. When I test the ground wire that leads to the ECU and the power wire together, I get a reading of 11 Volts. However, if i test the positive wire going to the ECU and attach the ground lead from the voltage tester to the body of the car, I get a reading of 12V. Does that sound correct??

If this doesn't sound correct, do you think the ground wire going to my ECU is bad??

This is in regards to my 4WS ECU. Yes, I am STILL trying to troubleshoot this issue.

Most of the time the ECU works, but I am trying to get it working all the time.

Any input is GREATLY appreciated.

maybe you should check to see if the ground wire is split and touching something else? 1 volt seems very minor, but I'm no electrician.
