Engine selection advice needed!

I've been sitting on my hatch for the past few months trying to decide what motor I am going to drop into this one, and I need some help deciding. I have specific goals in mind, and I just don't know how to obtain them.
In my last hatch, I had a GSR swap, no boost, just the swap. I liked it, but it was still missing that power that I desire. I've been thinking about a b18b1 with a GSR tranny. But I've also heard that with the near perfect rod/stroke ratio of the b16, mad power can be made.
Ok, now my goals. 400+whp on the street (@ around 20psi +/-).
Obviously, neither block will be stock in the end, but which should I start with. Obviously the b16 has a MUCH better flowing head, and a higher redline from the get go, but the b18 has more displacement....... I just don't know how these factors weigh out.

Yes, daily driven.
95 Civic CX - I'm aware that the b18b will produce more torque at the boost levels, but which will be overall better and produce more hp
