Default coolant line pressure

i have noticed in the past since i had put this c&r radiator in that my coolant lines have built up alot of pressure..... the lower coolant line gets solid and stays kinda cold and the top one gets extremely hard and hot. The cap is a 19-21 psi cap and i have no over heating problem or boilover problem in the over flow. HELP PLEASE

The cap has a higher pressure than stock, so that's why your hoses are harder.
