Default 90 civic problem!

hey i have a 90 civic si that died on me all of the sudden a few weeks ago .. and it wasnt getting spark. So i replaced my fuel filter ( fuel pump primes). I replaced my distributor cap, then the ignitor.. and still no spark. So i replaced the whole distributor! and still no spark!!!! So i talked to a mechanic and he asked me to check my timing belt.. so i did and the side facing myself or the front of the car.. is waaay to loose, but the other side is tight. So i need to know about the timing marks. on the drive pulley should u put it in the middle notch of the 3 close ones .. and should my camgear be on the up postion for tdc??.. cuz looking at the marks the camgear mark is up .. and its at the middle notch of the 3 close ones... lookes like this I I I.....I
