Default bolt to tension pulley belt broke in half....HELP

well it was a little rainy today, and i was driving home from work. then my belts started squeaking real bad, so i thought i might of gotten a little bit of water on them.

I got home and parked it for about 2 hrs. went to start it back up and it is still squeaking so i go and pop the hood. i touched my belt and there is a buttload of slack so i went to tighten the screw to tighten up the belt.

as soon as i touch it the bolt falls out of the hole and I picked it up. It is broken in half and the other half is still in there i think. im gonna have to pull off my wheel in a bit here.

my question is.. wtf would make that bolt just break on me?? anyone know the size of the bolt, that would be alot of help. also if anyone has the helms manual and can point out which page the bolt is on, that would be helpful. thanks in advance
