Default please help, timing issue.

I recently swapped cams out and notice that I can't seem to get my timing back to 16 without fully advancing my distributor. My timing is at about 8 right now. I have already triple check and made sure that my gears are lined up correctly (UP,UP and >&lt, crank was lined up with the TDC mark (white), I also stuck a wooden stick in clyinder 1 and made sure it was at TDC. I used two pin punches to hold the cams in place. Everything also lined up even after I cranked the crankshaft 3-5 times (counterclockwise). My timing is at about 8 right now. I do have a 2 layer headgasket but already advance the intake cam gear 2 degress (head is not milled). Does anybody else know what else I should check for or could be causing this problem. Can the oil pump TDC mark be off even if I didn't take off the crank pulley? I had this problem for awhile now but I need to get this fixed soon because my smog is due. I'm stumped on this one. I apperciate any advise!

for every .012 (about) you remove from hg or mill cam timing is retarded by 1degree. try retarding both cams about 1 degree. and see what happens

Thanks! Should it be advance or retard? I didn't adjust the exhaust cam but I will give everything a try tonight.
