Default what are some causes of low oil pressure?????

i got a weird problem here. i put this b16 block in my car, start it up and the oil light is on, so i throw on my autometer oil pressure gauge just to double check, and it reads 0psi also. But if i rev it to like 4000 it will hold like 40psi. So, i go get a brand new oil pump, put it on and it still has 0psi at idle, and 40 psi at 4k.
SO i figure the bearings are worn out........... so i take the block out of the car, tear it apart, and inspect all the bearings. every bearing looks BRAND NEW WTF.....................????????????????????? this is pissing me off

What else would cause the motor to have no oil pressure at idle???

things i checked, the o ring is there between the block and pump, there is a gasket on the oil pickup. I doubt there is anything wrong with the head cause it was on the my last block and it held oil pressure. There is absolutely no oil leaks anywhere..

Im out of ideas here, anyone got any other suggestions on what could be wrong???

I would check the passage that your reading pressure from, it may be clogged with hondabond or something.

Also, there's an oil restrictor in the block, between it and the head. If its gone it might be enough volume to cause that.

im checking the pressure directly off the block, and yes the oil restrictor is in the block. ill check to see if the passage is clear, pretty sure it is though

A few off the top of my head.
Dirty pick-up screen or tube?
Windage plate on wrong or not at all or broken?

To much clearance in between the bearings.

that wouldnt cause lower pressure. especially if the bearings looked "brand new" like he said

If the bearings were old it would cause low oil pressure because the clearance would be to big, I did not read where he said they look brand new, but just because they look brand new does not mean the clearance is correct.
