Fuel Pressure stuck on 50psi. Help

I have used 3 stock regulators.
I have used 3 different fuel gauges.
I have used 3 different b&m regulators
....Fuel pressue does not adjust! - Sits rich.
Anyone have a problem like this?
Any possible causes? - Clogged/pinched return line?

No we used two different ones.

You're absolutely correct...
Pressure goes up as a function of manifold pressure, not solely as a function of rpm. You could rev the engine at a standstill and the pressure wouldn't increase....it might even decrease.
