I thought fuel pressure was supposed to go up a little when on the throttle?

Pressure goes up as a function of manifold pressure, not solely as a function of rpm. You could rev the engine at a standstill and the pressure wouldn't increase....it might even decrease.

when i rev, my manifold pressure drops (moves closer to zero) and my fuel pressure rises.

Hold it constant. The initial blip will increase the manifold pressure.
