oil in sparkplug passageway

Default oil in sparkplug passageway

96 integra gsr

Summary
code for miss fire. I get new plugs and wires
Pull out wire see plug is submerged in oil (cylinder 1) say **** then take out all the plugs do compression test. 180 across the board (with a 96 with 96k miles very nice!)

Im assuming oil must be seeping through a break in the valve cover gasket. Is this the case?
1-2 were very dry and 3 had a little dap of oil in there.

its probably bad spark plug gromets, also heard valve guides may do this too.
