Turbo engine too loud......problem?

My friend and I just installed the Drag III kit in my 97 LS. It hasn't been driven yet, but started up on jackstands to see how everything went.
It is way loud, sounds like a harley at idle. It seems as the wastegate is always open dumping exhaust out of the dumptube all the time. Is that supposed to happen or was the wategate hooked up wrong?

is the dump tube dumping into the atmoshpere or the downpipe? Is the down pipe hooked up to the exhaust? Try playing with the top port of the wastegate(adjust it) and see if that makes any difference...

I don't think it's a leak. Is there supposed to be a gasket type deal between the turbo and the downpipe? I don't have one on there because none was supplied.
The sound I hear is exhaust coming out of the wastegate though. My friend who hooked it up hooked up both lines coming out of the Deltagate. I told him (I'm not sure, but I have heard of people on HT doing this) that one of the lines are supposed to be kept open, it is for a boost controller. Am I right? Would that cause the Harely type sound?
