CRX: Hood doesn't pop smoothly
I have to pull the latch all the way to the top till the hood pops. Sometimes it doesn't even have to pop and I have to play with the wire.
Does this mean the cable is stretched and I have to get a new one or is there something with the latch itself?
Right now when I pull on it, it makes a quick short click sound but the hood doesn't pop or budge.

I just tighted up the cable near the front of the latch by the hood so that it has less slack. Pops a lot better now.
How can one tell if the problem is with the cable or the latch?

oh boy..the old "stretched cable" routine..ive used a pair of pliers for my "latch lever" for the past 2 years
damn my laziness..i just grab that little barb on the end of the cable and tug..pop-ola

mine too, sometimes she pops, sometimes I get nothing. The cable is really frayed and probably needs to be replaced. But... I just pull like Im gonna open it once, then bang on the hood right above my "H" and then try and open it again and she pops right open, Everytime

its not necessarily the cable. you can try lubricating the latch, as well as adjusting the height of the spring on the hood to play with the action of the latch. it usually fixes the problem.
usually is the cable. you can adjust the hood latch a certain amount but after like what 15 years that cable is bound to stretch

the best technique right here ill let you guys in on it
with your door all the way open and your body standing were the door and body meet, reach down with your right hand and pull the latch while doing this reach over with your left hand, open you hand to a flat palm style and gentley or with moderate force tap the corner of the hood, then VOILA! opened hood

haha what importboi22 said is what i do ....super stealth for the theives....its funny yet shamefull at the same time...but idont care too much..i just tell someone else to bang the front for me....
also someone said you can screw the piece on the hood in more and that'll work but mines is as tight as heck so i donno
