Default D16Y8 Vacuum Leak?

First of all let me say that I have a 1999 Civic EX with a greddy turbo kit(d16Y8 engine). I just had new injectors (RC 310 cc), new fuel pump, e-manage and profec e-01. When looking at the boost gauge on the profec e (which is correct) the lowest the vacuum ever goes is about -11.0 or -11.5. Naturally I thought this must be a vacuum leak. After doing some research I have heard a couple of people say that there are some extra holes on or around the intake manifold or the intake port (not really sure about this). Also, I just had my car on the dyno and it made 199 wtq just under 5000rpms and 189whp at around 5000 rpms. After that the power falls off like a bitch... From 5000-6900 which is my redline (also the vTec Range) the power drops from 189whp to about 165whp. Also the AFR leans out to around 13.0 to 1. Anybody know how to fix that vacuum leak, and if infact those other problems are related? Thank you for your help!
