Alright I am using the Bosche HID ballasts using Phillips 4100K bulbs. For some reason one of lights aren't working. I plugged the bulb in to the other ballasts that was working and worked fine. Is there something wrong with the ballast, It was working fine then started to blink and then it just shut off. Is there a way I can fix it? Should I open up the ballast?

I would also suggest this. When I put in my HID's, I had no idea what I was doing since I didn't know what grounding meant. Until I grounded all the wires, it worked perfectly.

Also, since you said the bulb blinked and then turned off, maybe it blew. Hopefully this didn't happen or else you'd be spending quite a few dollars for a new one..
