See if you can figure this out. 98 Accord problem
so basically the heater works intermitantly, sometimes blowing "super-heated" air, and yet there is no no of a problem w/ any of the radiator/coolant piping/heating ducts, cept for the piping on the "bottom/lower"???
this aint my area of expertise.....the only cooling issues ive ever dealt w/ were on an rx7 fc3s......good luck........

try replacing the thermostat and checking the water pump. Sounds more like a thermostat problem to me. Probably stuck open, keeping the engine from warming up fully and keeping the heater blowing cooler than normal.
I mean put a different thermostat in there, one that opens at a higher temperature. For my old car, 95 Mercury mystique, the car would always run damn near the line for overheating. A way a lot of people fixed this was to put a LOWER temperature thermostat into the engine so if you do the opposite you should get a warmer car.
If that isn't it then check the radiator for clogs.
Sounds like the top hose is what the engine is putting into the radiator due to it being hot. The radiator cools it down and sends it back at the bottom where the hose is cooler.
I dunno if I can help you anymore. Other than saying to try the thermostat sensor (if this car even has one) I don't know what to say.

does the car have climate control? if it does have you run the self diag mode yet? check your mode controls especialy the air mix door.. suspect that to be your problem

I had the same problem, I had no head, but coolant was leaking out of my evaporator condensing outlet, and I had to bypass the heater core and replace it later.....doesn't sound like that. Check the rad for blockage
