Default which motor to get?

I have two choices right now for my 94si:
2001 B18C1 with less than 5k
or
1995 B18C1 with around 60k
the 2001 is 500 more and Id have to wire my car OBDII but its almost new
or should I save myself 500 and get the 95 but Id use up the 500 difference with new clutch, oil & water pump, timing belt, etc.
How hard is it to bring my car up the 2001 emmissions standards? Can't I just use a plug and play ECU harness to use the 2001 ecu? Which motor should I go for?

Definatly go with the new motor. Sure 60k isnt much at all, but you answered your own question with the cost of tune up parts. As for the ecu, why cant you just use your existing OBD1 system and get an OBD1 gsr ecu?

Yes go with the 2001 motor, yes it's OBDII but so what, disconnect the crankshaft speed fluctuation sensor and the evap solenoid everything else will just plug straight in.
