Default Are FITV/FICV necessary???

I have a 1st gen B16 TB with no FICV/FITV (Fast Idle Control Valve) on bottom of throttle body...i want to use it on my D16Y8 but the TB on that manifold has a FICV on the tb. Is this necessary? or just on cold starts? Will it hurt anything?

Someone enlighten me please...

Vince
