PT2-004 Valve stem seals - What engine did they come from?

The parts numbers are:
12211-PT2-004
12210-PT2-004
I got them from somebody thinking that they were an alternate part number for the '99-'00 Civic Si B16A2 engines, but they definitely won't work with B-series valves...unless you like to burn lots of oil.
The seals are too loose on the stems...loose enough that the valves will drop right through them.

I saw that on a google search, but the stem seal part number they had was 12210/12211-PT2-003, not -004.
I'm not sure what to make of that yet, other than that it's a variation b/w different cars using similar parts or maybe an later iteration of the same part that was used on a later model of car/engine.
