you have to pull the center console. There is an adjuster right behind the hinge where the e-brake handle meets the frame.
You can sorta picture it in this pic. Look where the lines connect to part #9 (right in the center)

well that pic is for mine (92) but it is the same concept in every car.
At the end of the cables there is a bolt that you turn. You want to move the cable away to make the brake tighter and move the cable closer to make it looser, if you get what I mean. Just play with it trying it after every adjustment you make until the handle catches where you would like it to.
Just make sure you don't make it too tight because then it will actually be braking when the handle is all the way down. so make sure there is some slack in the line with the handle down. Other wise you will need new pads very soon and driving with your brake on isn't so fun.

Unsure if the 4th gen is anything like the 5th gen but on the 5th you can just remove the back panel on the center console and not remove the entire thing. It's a lot less time consuming.
5th gen: See the plate at the back of the console? That's what I was referring to. Makes it much easier to just pop that off to adjust the e-brake
