I cannot get the bolt on the rear shock bolt that connects to the LCA out, it has pressure on it so it sits at an angle downward.

 

If it's just the angle that's throwing you off, put a jack under there to try to straighten it out. If that's not the problem then it's more than likely siezed. Do a search, it's a common problem in places that it actually snows

 

Common problem, the bolt seizes to the bushing. Buy another bolt and torch it out.
