Torque plate is recommended for cylnderhoning, never heard of one being used for boring. Usually, a couple of different stones (different grits) is used during the honing process. If no torque plate was used, there could be cylnder distortion.

Torque plates are used when your over bore the cylinder...like when you are gonna go with over sized pistons.if you are gonna just break the glaze on your cylinders and install the same size pistons and rings, then you dont really need it.

There are plates that are used to center the boring machine in relation to the dowel pins of the block and deck surface to get the hole in the correct place. this is sometimes necessary when blocks are sleeved.

As for the torque plate if it's available go for it.

A good hone usually consist of roughing a hole that is 0.005 under with 220 grit stones and then 280 grit stones and a couple of passes with the plateau brush.

And when you get the block back, wash it with hot soapy water.... there's more. Other engine builders chime in here as we all have our preference for prepping the cyl. walls to a point we feel that they are ready from some piston rings.

another reasone for the plate is when you do overbore/hone the block, the plate takes the place of the head,so if the bores are honed to be pefectly round with the plate on,then the bores will be round when the head is torqued on to block.Once the plate is taken off,the bores will be a little distorted, but when the head is torqued on,they will be round, just like they were honed to be.
After you wash your block with soap and water, dry it fast and get some wd-40 on those cylinders.Cast iron will rust very fast.

What I have used and seen used was ATF and lacquer thinner. You wipe a layer of ATF in the cylnder and then wipe it out with thinner. You do till no more dirt is present on the paper towels used to apply and remove the ATF. When the cylnders are all clean, finish with a layer of ATF.
