1990 Prelude SI B21A1 motor- O2 sensor problems?

I'm new to the forum. It looks like a lot of good info. can be found here.
My Prelude is a little sick right now. Here's the skinny..
I start the car,it starts easily.
I drive the car. At about 3000rpm the car cuts back,blubbers,etc.. Acceleration is slow,throttle response isn't good. It feels like I'm pulling a heavy load.When tranny shifts to higher gear the rpm's drop and the car runs O.K.
As I get close to the next shift point the car blubbers again. My rpms are again around 3000.
I get on the interstate. Hard acceleration while merging seems OK, but sluggish. When I reach cruising speed os 65mph the car bucks intermittently. The throttle response is very sluggish.
I increase speed to 70mph and get a check engine light. Error code 43 shows up on the ECU. After check engine light comes on, the car stops bucking and drives a lot better. The power doesn't seem to be totally there, but the drivability improves 100%. Throttle response is better too.
Now, if I stop the car and turn the engine off,then restart it,the car repeats the exact scenario as I described above.
One more thing..before the check engine light comes on and I'm stopped with tranny in neutral or park and I rev the motor up,the motor starts cutting back around 3000rpm. It's real hard to hold the rpm's at 3000. The motor either cuts back or sometimes revs way up.
My plugs,wires ,distributor look fine and the plugs look clean. The O2 sensor was sooty looking when I checked it. I cleaned it with some spray cleaner and put it back in. Earlier on I had to replace my temperature coolant sensor which was causing the motor to run rich. This is probably why the O2 sensor was sooty.
Questions:
Once the error code 43 appears,does the ecu ignore the signal from the sensor that caused the error and use some default settings?
Does the O2 sensor effect how the motor runs from the time the motor is started or does the car have to warm up first before the O2 sensor plays in?
Does anyone know what might cause the symptoms I'm having?
**I don't mind replacing the O2 sensor,but I'd like to feel pretty confident it's the problem before I do. I'm kind of stubborn in that way. My O2 sensoe is the 4 wire type and I only have one. It's about $70.00 here.
