CEL 14 help

Default CEL 14 help

im throwing a CEL code 14 .... my idle somtimes will start to idle at 1300-1500 RPM and when i give it about 10% throttle the rev will go up and down kinda like a rev limiter .... iv replaced the IAC valve with a new one and have taken the intake mani and throttle body off and cleaned them both... and it still does it... it doesn't do it as much when its warmer out (high 50-60s) .... and while im driving it wont do it but if i stop at a light for a few secs its starts and i have to shut the car off for a few secs and restart it... anyone have any ideas???

Check your wiring, also have you swapped in a known working ecu?

its a stock motor 99 SI what wiring am i checking ?
