How to loosen a stubborn bolt located on front lip?
There are 3 bolts under my front lip that will not come off. I tried using a socket extension/wrench/pliers to get them out to no avail. I even tried using wd40, but that did not work either. How would I go about to get these stubborn bolts off?

The bolts that hold the lip to the bumper skin?
If those are the ones just eat some spinach and give er a good turn they should come loose..maybe use a little WD-40..

Yah they are the bolts that attach the lip to the bumper cover. I already tried WD-40, and trust me its not about manpower, because When i twisted the socket extension, it woudl make a cracking noise. I even tried using a wrench with full power and they would not budge.
Are there any special tools out there that can do the job?

wow. They might be rusted together.
There's no special tool or trick you have to use. You'll just have to suck it up and use those muskles of yours. If all else fails, take the bumper off and cut through the rusted bolts with a dremel.

seriously dude......when i install my intake, one of the bolts holding the resonator to the frame was RUSTED.....looked like it was on the titanic.....took me and 2 buddies about 25 min to get it of w/o wd40.....if u just put enough pressure on it, it will eventually come out......try this:
take a screw driver (one where the end looks like a socket, not sure what to call it, i dont use normal terms, liek impact wrench = lug taker-offer) and slam it onto the bolt. take a pair of heavy duty pliars and clamp down on the handle of the screw driver......turn......it provideds more torque than a ratchet......if this dont work then ur gonna have to dremmel it out

You can also try a hammer to break it loose, sometimes dirt and grime and rust gets all in there, or maybe someone played a trick on you and superglued it together
.......nah but a long extension on your wrench so you can get enough force and leverage. Worse case:

From simple physics if you make the radius 3 times longer then it takes a third of the force so what I do is use a wrench and stick a long pipe over the wrench works every time.

Haha true dat. It probably has scrapes like all hell anyways from speed bumps and such unless it isn't lowered.
