FAILED Emissions!
could you guys tell me whats wrong i failed on idle, here's all my numbers
91 honda civic si 1.6L
at 2086 RPM
limit: reading: result:
HC ppm | 76 | 46 | PASS
CO % | 0.42 | 0.03 | PASS
NO ppm | 870 | 869 | PASS
at idle(963 RPM)
limit: reading: result:
HC ppm | 200 | 1513 | FAIL
CO % | 1.00 |3.46 | FAIL
NO ppm | n/a |n/a | n/a

oh yah i have headers and intake(brand new 02 sensor was put on last summer)

hmm...there are a lot more people who know this stuff better than me but off the top of my head i would say check the timing, make sure it's in spec. Once that's set right then maybe put on your stock airbox/header?

Your High HC's and High C0% indicate that you have a rich misfire.
You may have a sticking injector, dirty air filter, maybe your FPR is bad, Thermostat could be stuck open, a saturated charcoal canister could even cause it. Also in the case of the misfire I would check all of you secondary ign. system components(plugs, wires, cap and rotor, ignitor, and your timing). It could be quite a few things.
Your Catylitic converter could also be at fault. If you were buring oil at anytime the residue in your exhaust would kill your Catylitic. Also an extremely rich mixture could cause a cat failure.

Yeah I would try getting a fuel injector service. If you have the time you can do it yourself.
There is a 3-stage kit you can buy that costs around 28.00. That would be your best bet. It includes an in-tank additive, carb and throttle body cleaner and fuel injector cleaner. All you do is run the inj. cleaner through a vacuum line on your intake and let the cleanerTRICKLE in. It will smoke out of your tail pipe a little. But if you feed it in too fast you will pump white smoke out of you exhaust. It won't hurt anything but you will have wasted the cleaner.
Also there is a 1-step method where you unhook your fuel line at the rail and run your car off the bottle of injector cleaner. Works just as well if not better(for your injectors) as the other way. But the 3-step is an entire fuel system cleaner.

Even with those #'s you still show signs of the same problem. I would still go with the injector service and check all of your secondary ignition components.
