H23 stripped crank at the crank pulley, internal threads stripped, can i drill and tap it...
You can, just go as small as possible! If you go too much bigger there is a chance you will weaken the crank and it will snap off right there. I have a civic right now that has this problem. The tap won't be cheap. But its much better than pulling the crank!
have you actually done this on your civic before? and what size tap would you need? we are just going to attempt to impact the new bolt we got from honda, and hope for the best.

You might be able to buy a helicoil set if it's completely stripped out; you would just drill it out bigger, run the included tap through the hole, and you basically install a same-size thread back into the hole that's much stronger.
If you just crossthreaded the bolt, then try forcing the bolt into the hole or running a tap through it.
Otherwise, pick up a used H23/F22 crank for $100 and call it a day.
