tell me what's wrong with this honda......
There's this civic eg that has a b16 delso vtec motor in it.......it's running a p28 ecu
When vtec hits the rpm go up and down and there's no vtec kick....

This is the most likely problem. VTEC will not engage unless there is sufficient oil pressure.

im not sure this would cause the RPM's to go up and down tho..
