Are you using the stock oil and water pump. If so go out right now and buy a b18c/b16a oil and water pump.

no, im using the b16a PR3 oil and water pump. seems like oil and coolant are mix and theres not enough oil to reach the head. when i check the oil, it was a bubbling carmel color like. is this normal??? anyone knows??

Are you sure you installed the head gasket correctly? Obviously the coolant and oil are mixing. What head gasket are you using. I would check it. Also, check for bubbles in the coolant.

yes everything was prep proper with no shortcuts. the vtec line is connected from the oil pressure sender to the head where many ls vtec is done, behind the distributer cap. what can cause such problem???

Blown head gasket or a cracked block will cause the oil and the coolant to mix, I would try running a compression test and see what kind of numbers you come up with. Also what size oil line did you use for the tap from the block to the head? How many miles are on your pumps?

this also might be a stupid question but did you remove the copper rings on the headgasket on the intake side because that would cause it to sit on the rings and not seal well causing oil leak and poor presure

You do not need to remove the copper rings, it seals just fine with them. Personally I would take the head gasket off and replace with another, making sure that both surfaces are clean and free of any and everything. Also before you pu the head on, did you check to make sure that it was not warped or out of tolerance.
Also which head and headbolts did you use, did ont see this mentioned.

check you thermostat, check to make sure your fan is connected, check to see if the fan switch sensor is wired up.
