I honestly dont know but my 95 civic has the same problem and i asked a mechanic at a local shop and he said that it is short somewhere in the horn itsself.

my cable reel is bad and my horn, cruise control and airbag do not work! it probably the most expensive part to replace w/ diagnosing somehing like this but owell ill just have to get the part

When I first bought my CRX, the horn didn't work. The problem ended up being in the steering wheel itself. A little metal tab that gets pushed onto a metal ring to complete the circuit and activate the horn was bent out of wack. I just had to re-bend it. It's something to check.

Is your SRS light on? If it is it could be your cable reel in your steering column, (Well it could be that regardless) anyway... The manual should tell you where the fuse is.

yeah that happened to mine when i got an aftermarket steering wheel, worth checkin

well atleast you didnt have my problem, my horn stuck, and guess what woke me up at 3:00 in the morning, my horn cause somehow it was stuck again, then in the middle of school for about 45 min my horn was going off, then i went and got it fixed.. good luck

Someone probably cut the wires that goto your horn planning on stealing your car. I would check that. Thiefs!
Thats why I relocated my horn into my engine bay. Its louder also.
