I interpret the 'dashboard' to be the flat, vinyl board that you can touch from inside the car, not including the plastic structure that it and the HVAC system is screwed into.

also -
can electric controls be moved / replaced? Can i re-wire the headlights, or move the wiper controls? Do I have to keep the steering coloumn stalks? (lights/wipers controls?)

For the record, I've asked Karl a similar question last year regarding glove comparments...and the answer was the the glove box IS part of the dash and thus CANNOT be removed...

IMO, the dash is the piece you can touch and all of the supporting structure underneath.
The HVAC is not part of the dash, but usually has it's own set of rules (ie AC can be removed, heater core must remain, whatever). If the rules don't specifically allow removal of HVAC controls, then they must remain.
Glove box is one of the very areas. Some people consider it a storage bin, which is allowed to be removed under the ITCS. Others consider it part of the dash and not allowed to be removed. I am unsure if the Comp Board has ruled on this issue, but I do know it is asked frequently on the IT.com forum.
Center consoles that can be removed without cutting may be removed, but those that are molded as one piece with the dash may not be removed.
Steering column controls may not be removed unless explicitly allowed. However, in the name of safety and convenience, rewiring is usually permissible (assuming old controls and harness remain).
