Default can you tune without a vafc?

quick stupid question...let's say if I bought cam gears and a vafc, can a tuner still "tune it" without a vafc or any of those thingies? I don't think so but I just wanna make sure...

ya, I didn't think so. so let's say if I got some cam gears and a fuel pressure regultor..they wouldn't do me any good unless I bought a vafc and tuned it correct?
