Default Proportioning Valve or Brake Lines?

When I hit the brakes my car steers to the right. Is this the Proportioning Valve or the brake lines. My brake pedal also goes down pretty low. Could they need to be bled or is there air somewhere in the lines?

Yes I suppose it could be any of those things. Check them out.

Inspect calipers, pads, & rotors. Pads worn down? Rotors bad? Caliper slide pins stuck? Pad anti-rattle springs & clips assembled correctly?

Bleed the brakes completely. That gets air out of the lines.

It's most likely a frozen caliper on one side.

Remove the caliper. Grease the pins. And make sure the piston can move.
