VTEC Solenoid Valve
defective circuit or unplugged / defective solenoid valve
* not a valid code if car does not have a VTEC engine
** not with V-6 engine

ok your not hitting VTEC because you must not have wired the solenoid to the ecu correctly, look in the articals on http://www.hondaswap.com for the OBD1 P28 pinouts and figure out your problem
