Syncros are inside the transmission and allow you to switch gears without having to rev match. If you have ever tried to switch into revers while rolling you will notice a grinding noise. That is caused by the lack of a syncro on the reverse gear. Since you do not need to switch into reverse at speed it isnt nessasary to put a syncro on that gear.
Now for the replacing part. They are inside the transmission near the teeth that enguage gears. Unless you are very knolegable on cars and the workings of a transmission I would not attempt to replace these by yourself as you will have to pull the transmission off the car take it apart replace the syncros and then put it back together and back on the car. If you do not feel comfortable doing this either take your car to a tranny shop or see if you can find a new manual tranny for your car. You can probably find a tranny for about the same price as the work will cost replacing the syncro.
