your horn and your brake lights are on the same circuit check all your wiring. it's grounding out somewere. if you have a cold air intake on your car it could have cut the wires running down to the horn thru that opening from your engine bay to your bumper. thats where mine was cut and grounding out.

does your seatbelt light flash when you hit the brakes? or when it's damp outside?

Have you checked the brake switch stopper pad? My brother had the same problem as you, and it was the little pad that makes the brake switch get pressed on the brake pedal. It's # 13 in this picture. After time, that thing clumbles, and allows the brake switch to go in the hole where the pad is suppposed to go. Check to see if that's your problem.

If the brake light switch checks good (See RedBaron's post) Check to see if your getting power and ground to the blubs themselves. May be easier to do that first.

Have you looked at the wiring digram(s) in the serivce manual?

I would check the switch first, and let me highly recommend getting a Honda replacement switch if the switch is bad. My girlfriend's lights stopped working on her hatch. I drove straight to autozone and changed it out. That switch lasted a few months. I put another autozone one in (thought first might be a fluke) and it lasted a few weeks (the rod that pushes in would become very loose). Put a Honda one in and it lasted until we sold the car which was probably about 2 years.

I had my tail lights keep blowing fuses before but when I put a mulit-meter on the fuse it said it was still good. That was because the one metal tab on my fuse panel was not contacting the side of the fuse fully and would literally melt the plastic of the fuse! I ended up getting a new fuse panel. Good luck.
