Default what exactly is sleeving a block ?

i know it has to do with reinforcing the sleeves of the block, often done on honda motors because of the open block design...but what exactly is it ? and how much does it cost ?

The engine builder puts iron sleeves in place of the cylinder walls. This is good for high boost levels. Sleeves run about $800, installaton is a bit probably $500 give or take a few bills.
