Re: Who sleeved this block
It's a Dart block, not a Honda block; there is no comparison to a Honda block with sleeves. The sleeves are from Dart, the people who make the block. They are dry sleeves, very cheap and easy to replace.

Re: Who sleeved this block
I've been running one for years, road course racing it, never had any cooling issues. I run a half-width Fluidyne with it. I just had mine re-sleeved and built for my new supercharger build, should be making 400-500.

Don't quote me on this, because I don't remember the exact numbers for the sleeves, but I think that it cost $75 for each sleeve, and $150 to get them installed. I do remember that it only took them 4 days to sleeve it and send it back. It's a dry sleeve block, so you can get it re-sleeved as many times as you want. At one point I ran a lot of boost, a lot of compression, and a lot of timing, and seriously blew it up, cracked it in over a hundred places. I sent it back to Dart and they restored it to new condition in two weeks for $900.

Re: Who sleeved this block
It's not any of those things. The block was not made by Honda. It is an aftermarket racing block that's designed to fit in a Honda/Acura.
They have two versions, which they call sometimes "B18" and "B20", although they are not B18 or B20 blocks. The main thing to take into account is that if you get the "B20" block, then it has a 226mm deck height, which is not a standard deck height for a Honda block, and it will require non-standard rods. Eagle makes a 5.967" rod that can be used with an LS crank to get you close to normal piston-deck height, but you should do the math and blueprint your build when building with this block, and it may require custom pistons, depending on what you want to do. Some of the bolt holes are different depths than the ones on a Honda block, so you really have to be careful with assembly.
Take a picture from the side of the block and I'll tell you which one you have.
The blocks also have special requirements for machining and assembly, which can be found on the info sheet here:

The blocks are semi-finished when new, and require considerable cleaning and prep work by someone who knows what they are doing. I just picked up mine from RLZ yesterday for my new build, and they have been very good with it, but not everyone knows what to do with one, especially if they are used to building on Honda blocks.
