Default to distributer or fuel pump

I have a 92 Civic DX that my daughter drives to college. When she was leavin last Monday it wouldn't start. I checked for fuel and found that the fuel pump wasn't running. I was going to replace it but I checked power to it first and found it had none. In the process I found that there is no fire to the spark plugs. I have replaced the relay, igniter and coil. Still nothing. When I check for power at the relay with a test light while the key is on there is one contact when I touch it the fuel pump starts running. I have put a jumper to this contact to ground and the pump runs while the key is on but I am still getting no fire at the plugs. I have power to the igniter and to the coil. I have checked that. Does anyone have any idea what could be going on?

I have checked all fuses and fuseable links. Under the hood and dash.
