Question on odometer issue?????????????????????

Exactly how does a car clock the miles on your odometer?
Cuz my friend just got a car and his odometer clocks miles but does slowely.
He zeroed out the trip odometer on a trip that should have been 30miles, but it clocked only 10miles on his car????
BUT I believe his speed sensor is messed up, cuz when he drives the speedometer bounces up and down like 20mph thru 40, but mostly stays around 20mph.
I was thinking maybe thats why the odometer is clocking miles slowely, kinda like its clocking miles at 20mph or what ever the needle is at?
Is that the way a odometer works?
The car is a 96 civic hatch

speed sensor or speed sensor connection could be broken, i had this problem also where it wasn't reading the accurate speed! try replacing the speed sensor..if it does the same thing..check the plug..sometimes the connectors get corroded or bad...if that's the case, cut it, re-connect via sodering or butt connectors and go from there!!!
