Never done it myself, but I heard it's fairly easy. I was looking at a car with a faulty speedo that acted much the same as the one you describeand - that is the information that I dug up.

Ya, that's why I didn't end up getting that car mainly. No documentation, plus he SAID only 3000 miles were put on since the speedo died.

Yep, I'll bet you anything it's the speed sensor. I just replaced mine tonight. Previously my speedometer would bounce around all over the place, or it would work right but be off by like 10mph, or it would not work at all, or it would go all the way around and get stuck on the little stopper on the backside.
The speed sensor is on the tranny, under the intake tubing. It's a vertical-looking thing with a gear on one end that goes into the tranny, and an electrical plug on the other end. You'll probably have to move your intake piping to the side to get at it, but once you do, there's just one 10mm bolt to take out, twist the thing a bit and it should just pull right out. Pop the new one in, wiggle it around a bit to make sure the gear is seated right, pop in the bolt, plug it in, and re-connect your intake tubing and you're ready to go. (DON'T over tighten the bolt.... this would be a really bad place to strip out the threads or break off a bolt... just tighten it a bit.)
Also, there is some amount of interchangeability, between the engines, as the sensor i used on my D16Z6 was from a B-series engine (bought it from akhom here on the board after he tested it on his 94ex to make sure it worked )
