Need to know if there's a way....
to find out if an engine's good on a used car without paying $200 for a full diagnostic.
Car: 90 Si hatchback
Cost: 1,500
Miles: 190,000+
Has kept maintenance records for last 5 years.
Car is kind of "slow" on 1st gear from dead stop, but is find after that. Now, he just replaced timing belt....and I was told the ignition could be off...?? I also was told compression is low and the engine's dead. Any suggestions of "at home" tests???

do a compression test. then do a leak down test, it will tell you if the piston rings are good or not. get a timing gun and check the timing.
if there is no rust ask 1000$ , then do a engine swap. sohc zc if you wanna stay near to stock. get as b16 if you wanna have some fun.

... very cheap, easy to do, and very helpful... besides the piston rings you will be able to see if the valve seals/guides are worn as well as any internal oil/coolant leaks from the headgasket
