Default Well, that's a problem

Noticed my cars been a little too slow lately, so me and my hired gun motor head go diving into the engine bay....only to find that my MAX voltage from my O2 is .4volts (even if I crank the VAFC all the way rich, brake cleaner in the TB, etc...), then find that the heater wire isn't even working, ANYWHERE...so this week, it's gonna be a full re-wire of the car....any tips?

OT: I notice the TB is heated, is this necessary at all? can I just loop that around, isn't heating the air going into the IM a little pointless, I figure it's just for cold-start driveability....
