Check all wires, esp. ground. Are they setted properly? Did you tap the D14 wire, or just strip and eletrical tape it?
If those are good, then try replacing your o2 sensor, this might also be the case for your 3rd gear lag.

Re: air fuel guage problem (couter)
just break down and buy a greddy a/f..............it comes with its own o2, relativly easy to install(just remove secondary o2 untill you can have a bung welded, and its the most accurate non wideban on the market...........i have one, turbo 8 months at 14psi daily just a/f and no prob!

Autometer is fine at WOT, gives good readings then. Where else are you majorly concerned? At idle, who cares how rich your running at idle.

Re: air fuel guage problem (couter)
hum...i am not sure if this is going to help, but my chipped p28 always runs in open loop when i am driving regularly.....(stays in the rich section and moves a little around in there, I get horrible gas milelage!)
I thought that my A/F gauge was broken when I first swapped my motor, but now I think its the ECU program..
have you had your chipped p28 in for a while?
