Yes there is.
P28 = Sohc VTEC no knock sensor
P30/PR3 = Dohc VTEC has knock sensor
Mainly that's the only difference. You can chip the P28 to work in a DOHC VTEC equipped vehicle.

so will i have harness problems if I used the P28?
And is it worth the extra money to have a knock sensor? ... Wouldn't they be useless if you're tuning the engine urself

if your car is obd1 92-95 and the ecu was made in those years.....then its just plug and play w/ any obd1 ecu........if your car is obd2 96+, then you will have to run a conversion harness depending on what year your car is. The obd1 d16 ecu is the p28...and the obd1 b16 ecu is the 1992-3? pr3 and the 94-95 p30. i've heard of people using the stock p28 to drive around on their dohc vtec motor....but i definately wouldnt recommend it.

The P28 is from the 92-95 Civic Si & Ex. It is OBD I and usefull in many cases. I use a P28 as a matter of fact with my B18c1. The USDM P30 is from the 92-95 Del Sol and will also work the same as the P28. The principle differences being that the P30 has the useless knock sensor and the P28 does not.

And about the OBD0 --> OBD1 harness adaptor ... how exactly is this different from a regualr P28 harness? IE, which plugs need to be altered?
I'd rather use the stock P28 harness if it will fit properly in my 98 RS.
I'm new to this but heres the list of things that are affected by the harness to my knowledge.

Fuel injectors
O2 sensor
temp sensor
TPS
MAP sensor
VTEC solenoid
gauge cluster?
