Hahaha, that pic of the hammer drill reminded me of high school...
It was finals week, and we had finished building this trophy case in cabinetmaking (wood working) for the school hallway. There were finals going on, and here I am, no supervision, drilling with this hammer drill into cinderblock right by the dean's office. 4 people come screaming out asking me what the hell I'm doing, and I say, "hey, this is the school's trophy case, I'm just the guy that builds it"
Ahh... Fun times with that drill.
Or you can get some heavy duty velcro and velcro it on? some vette guys do that.
personally, to tell you the truth I wouldn't and I'd drill new holes.

I think your best bet would be take the car and a license plate to a shop.

Or do what I did- have someone in the motherland get you a JDM license plate
I am currently in Portland OR and cops up here dont even notice, or maybe the HID's are blinding their view

You dont have to drill holes in the bumper. You have to drill holes in the Liscense plate cause the holes on the bumper do not match up with the holes on the USDM liscense plate. So you have to drill new holes wider apart on the actual liscense plate.

couldn't a cop fine you for altering your license plate? where i live, cops got nothing better to do so they pull you over for anything and everything. i've gotten pulled over twice because a cop thought my R was stolen. Same cop both times
sorry for getting off topic
