Got fuel pressure, spark, sputtering, but no starting
Well, I just finished the rebuild: 8.5:1 compression, rods, blah blah. I go to start her up and she starts kind of. The idle is rough, low, and labored. The engine manages to stumble on for around 3 seconds cuts off and I hear a buzzing sound. During the buzzing sound the fuel pressure goes through the roof (like over 70 psi).
Then some vapor will appear. I couldn't get out of the car fast enough to see where is was coming from. The vapor had a funny smell; not gas (which I expected) and not like burning circuit board (which is very distinctive). What the hell could be buzzing when the engine if off?!?! I have a walbro fuel pump, aem fpr, and rc 550s.
Yes, I tried the search function. I found one person with a similar prob and from the thread he couldn't find the answer.

Where are you checking fuel pressure? The buzzing I have experienced on all of my Toyota MR2s is a charcoal canister. I don't know if Honda's use them to clean up the fumes coming from the fuel tank. Try running the car without the fuel cap on. Sounds like you have to much positive vacuum within the tank. Also check for vacuum links or links in the intake tubing.
Hondas do use the evap can you speak of, but I've removed mine
