Default Crank Fluxuation Question..OBD2

On the civic there is 3 wires and the teg there is 2 wires. My friend has a 96 Hb with a jumper obd2 to 1, well he is setting it up for inspection. He has a Lsvtec in there and he was going to plug that sensor up as not to throw a CEL before he takes it up there. My quesion is how if possible does he go about making it work? Has anyone done it?

you have to remove the middle wire and keep the white wire and the blue wire
