Is This What a Bad Ignition Rotor Look Like?
I replaced the rotor at 30,000miles and I'm now at 48,000.
a.) Is this normal wear on a rotor w/18,000 miles on it and does it look like it needs to be replaced?
b.) What can cause abnormal wear on the ignition rotor? Advanced timing maybe???
c.) How often should I replace spark plug wires? I inspected the terminals and they look ok.

A side view may help... since wear would change the shape of the contact.
I started to change mine last night, and it looked exactly the same @29k miles. So i just hit it with #600 sandpaper till it was all silver, like the lower-end of your pic. I ended up only replacing the cap.
Your plugwires are probably fine, but they're moslty effected by heat. You live in a hot climate?

I can see how I can need a new rotor but what did you see to also suggest that I needed a new cap?

The contacts inside the cap look like they have worn down just enough to warrent the need for a new one, and since they are not alot of money Ya do it.
What the others above said, you need a new cap and rotor.
Also remember to tighten the screw on the rotor!! The screw came out in mine and killed my distributor

I've only had the cap and rotor for 18,000miles. Is it normal for them to wear out so fast? What contributes to accelerated wear on these parts?

Why? The screw is already off the rotor.
You just have to wiggle it until it comes off, sometimes they're stubborn. I used a flathead on the inside edge of it to try and free it, while I pulled on the rotor, eventually it came out. It was a pain in a@@
