Default Fuel pressure and regulator question (i searched)

im tryin to get my fuel pressure set correctly but i have a few questions but first my setup

dohc zc with a b&m fpr and gauge..........

first question: what do you go by to set ur pressure, is it at idle or when you crack the throttle?............. the reason why i ask is because when i crack my throttle my pressure gauge needle jumps up 5-6lbs.......... is my fpr not working properly or should i just install a factory unit? if so which one should i use for my zc......... thanx guys............. also what pressure should i be at?

The spec is 35-42 psi at idle with the vacuum hose disconnected.

set it back to around 35-36 with the hose off and it had a rough idle and would hesitate on acceleration.......... any other ideas?
